I read an article which suggests that if you do not currently have enough money to purchase a car, that you consider moving locations so that you can be closer to your work, and also, use that opportunity, if you can afford it, to purchase your own home. It suggests that purchasing your own home comes before purchasing a car and is generally easier.
This plainly outlines some of the main differences between different cultures.
I am not sure where the author is from, but in the United States, purchasing a home without owning a car is generally only done by those who would like to stay at home at all times.
It is pretty much impossible to go anywhere without a car in the US.
I could see this advice working for those who live in large cities with affordable public transport, but not anywhere else.
